Defense Installation Spatial Data Infrastructure - Col. Brian Cullis, USAF
Department of Defense (DOD) is managing geospatial information in new ways and has developed a robust solution to support military base realignment and closure in FY05.
In 2002 the USAF Geobase was developed to integrate GIS systems into USAF operations. The Geobase concept treated geospatial data as an investment and allowed USAF personnel to look across the military installations to reduce duplication of geospatial data.
In 2003 this Geobase caught the attention of the DOD Secretary of Defense office. The geospatial data would aid the effort to select military bases for closure - an activity that was being called for on Capitol Hill. In June 2004 the Defense Installation Spatial Data Infrastructure (DISDI) was delivered - providing the imagery, seven feature data layers, and associated metadata for all military base locations - loaded on six laptops for decision making purposes. The DISDI encompasses the people, policies and information resources to optimize the acquisition and management of imagery and geospatial data investments for DOD. This information provides situational awareness that tabular data alone did not provide. Data from The National Map and The National Atlas were used and provided significant cost savings.
This process required data from the strategic level (the Department level) to the tactical level (installation data feature level). The importance of data stewards at the military city level was noted.
During FY05 an inventory of information, imagery and information technology (IT) assets will be compiled to identify which parts of DOD will be users of DISDI. A mechanism will be built to bring the geospatial applications to other parts of DOD. A single blanket purchase agreement will save DOD millions on geospatial data. After the DOD's geospatial data is inventoried, Smartbuy will be used.
DISDI will tie into FGDC, NSDI, and GOS. A goal is for defense geospatial information to be added as a channel in GOS. A Defense Geographic Data Committee and a Defense Spatial Data Infrastructure may be developed using FGDC and NSDI as a model. In FY05 DISDI will determine what data should be shared with the public and how to turn this data into a spatial data set that can be served through a website.
With such a large undertaking, it is important to have buy-in from senior leadership. Base closure and realignment was in the Secretary of Defense's inbox and the geospatial data provided a cost saving solution for this business need. The support from senior leadership provided the resources to make the DISDI possible.

Future Directions - Milo Robinson, FGDC
Milo gave a quick run down on where the future directions action teams were. Bonnie Gallahan updated the group on the work of the Tribal action team. Lynda Wayne updated the group on metadata performance indicators.
Milo stated that the action team leads will be responsible to provide short monthly reports in a common format stating their accomplishments, progress, and next steps due at the end of each month; as well as a two page quarterly progress report due January 14 that will be delivered to the Steering Committee. Milo will provide the action team leads with the format for these progress reports. Each action team will be expected to have a draft plan completed by December 1.

FY04 Annual Report Questions - Ivan DeLoatch, FGDC
The Coordination Group expressed a desire to provide input into which questions are asked in the annual report. The Coordination Group was asked to send Alison Dishman suggestions on amending the questions by that Friday. Alison will send the final Annual Report questions to the agencies after their input is taken into account.
The completed annual reports should be sent to Alison Dishman (adishman@fgdc.gov) no later than December 17 so that she may compile and submit the agency responses to OMB.
Status of Homeland Security Guidelines - Mike Domaratz, USGS
The set of standard map symbols developed by the Homeland Security Working Group to support homeland security applications have been submitted for formal adoption through the FGDC and ANSI INCITS L1 standards process.
A subgroup of the Homeland Security Working Group is being formed to focus on the National Grid. This subgroup will focus on making the existence and benefits of the National Grid known to the homeland security community.
The Guidelines for Providing Appropriate Access to Geospatial Data in Response to Security Concerns went through public review, were reworked, and if approved at the November 2 Coordination Group meeting will be moved forward to the FGDC Steering Committee for adoption.
