Background
The primary mission of the Federal Geographic Data Committee’s (FGDC) Marine and Coastal Spatial Data Subcommittee is to develop and promote the Marine and Coastal National Spatial Data Infrastructure (NSDI). The vision of the Marine and Coastal NSDI is that current and accurate geospatial coastal and ocean data will be readily available to contribute locally, nationally, and globally to economic growth, environmental quality and stability, and social progress. The subcommittee, through its member agencies and the FGDC, will work to develop strategic partnerships and relevant standards, and to provide outreach that will enhance access to and utility of coastal and ocean framework data.
Objectives and Goals for FY 2006
During fiscal years 2007 to 2008, the subcommittee will focus on the following items:
1. Designing and adding substantive content to the E-Government Geospatial One-Stop Project, and participating in the Geospatial Line of Business Initiative.
2. External coordination and outreach.
3. Developing the National Shoreline Data Content Standard and enhanced access to shoreline data.
4. Advancing the bathymetry framework theme.
5. Supporting the Marine Boundary Working Group (MBWG) activities.

U.S. Ocean Action Plan
Scope of Work
The subcommittee’s scope of work includes the following:
1. Designing and adding substantive content to the E-Government Geospatial One-Stop Project and participating in the Geospatial Line of Business Initiative.
2. External coordination and outreach.
3. Developing the National Shoreline Data Content Standard and enhanced access to shoreline data.
4. Advancing the bathymetry framework theme.
5. Supporting the Marine Boundary Working Group (MBWG) activities.
Milestones, Schedule, and Budget
The budget and other resources are largely the responsibility of the participating agency. The subcommittee is not funded.
Progress on the work items and milestones listed below will be reported at each subcommittee meeting and through the annual NSDI reports.
1) E-Gov Geospatial One-Stop and Geospatial Line of Business
Task 1: Promote and continue to build the Oceans and Estuaries community and the Hurricanes Community on the Geospatial One-Stop Portal.
Task 2: Populate the “geodata.gov marketplace” on the Geospatial One-Stop Portal.
Task 3: Participate in the Geospatial Line of Business initiative as required to represent coastal and marine interests.
2) External Coordination and Outreach
Task 1 - Hold at least two full-day meetings per year to ensure that member and subcommittee activities are shared with the group.
Task 2 – Stay current with FGDC, GOS, Geo LoB, ISO, and other external activities and share with subcommittee membership.
Task 3 – Coordinate with the Integrated Working Group on Ocean and Coastal Mapping on the development of an inventory system for mapping programs and databases.
Task 4 – Explore options for promoting marine and coastal NSDI items of interest through a variety of mechanisms (web pages, conferences, reports, presentations).
3) Bathymetry, NSDI Framework Theme
Task 1 – Convene a bathymetry special interest group meeting in FY 2007. The purpose of this meeting will be to share information among the agencies collecting bathymetric data and develop a plan in-line with the NSDI framework strategy.
4) National Shoreline Data Content Standard
Task 1 - Actively participate in the development, promotion, and implementation of the Shoreline Data Content Standard.
Task 2 – Participate in the development of a ‘OneNOAA’ shoreline access Web site.
5) FGDC Marine Boundary Working Group
Task 1: Continue to support and advance the marine cadastre/marine boundary framework theme through the activities of the Marine Boundary Working Group.
Performance Indicators
Progress on the work items and tasks will be reported at each subcommittee meeting and through the annual NSDI reports. Measurements of success will be assessed throughout the fiscal year.
Identification of funding sources or requests
Funding for the support of the subcommittee is primarily derived from the participating agencies. The NOAA Coastal Services Center chairs and staffs the subcommittee.
