  *** GENERAL MESSAGE TO ALL GPS USERS *** <br>

  REGARDING NANU 2002075, PRN 23'S HEALTH BIT WILL BE SET TO '11111.' FOR THIS 

  48 HOUR PERIOD, THE US COAST GUARD (USCG) NAVIGATION CENTER (NAVCEN) IS THE 

  FEEDBACK PATHWAY FOR ALL CIVIL GPS USERS, WITH THE EXCEPTION OF <br>

  AVIATION USERS. THE FEDERAL AVIATION ADMINISTRATION (FAA) NATIONAL OPERATIONS 

  CONTROL CENTER (NOCC) IS THE FEEDBACK PATHWAY FOR CIVIL AVIATION GPS USERS. 

</p>

<p> FOR THIS PERIOD, THE GPS SUPPORT CENTER (GSC) WILL OPERATE 24/7 AND SERVE 

  AS THE SPACEAF FEEDBACK POC FOR THE NAVCEN AND NOCC. THE MILITARY USERS WILL 

  PROVIDE FEEDBACK THROUGH THE USSPACECOM SPOC AND/OR THE SPACEAF AOC. </p>

<p> THE NAVCEN AND NOCC HAVE STANDARD FORMATS (TO INCLUDE SPECIFICS OF LOCATION, 

  RECEIVER BEHAVIOR, USER ACTIONS, AND DIAGNOSTIC DATA THAT MAY BE AVAILABLE, 

  ETC.) FOR REPORTING GPS PROBLEMS, ANOMALIES, AND OUTAGES. THESE FORMATS WILL 

  PROVIDE SUFFICIENT INFORMATION FOR REPORTING CIVIL IMPACTS. </p>
