1998 WORK PLAN


Geodetic Control Subcommittee

The Federal Geodetic Control Subcommittee (FGCS) of the Federal Geographic Data Committee exercises government-wide leadership in coordinating the planning and execution of geodetic surveys, in developing standards and specifications for these surveys, and in the exchange of geodetic survey data and technical information. FGCS coordinates Federal agencies' aspects of surveying that are governmental responsibilities. These responsibilities include standards setting, testing new geodetic instrumentation and operational systems, coordination of user agency requirements, and dissemination of government data to user agencies.


The FGCS acts to ensure that the Global Positioning System (GPS) will continue to meet the positioning needs of the Federal civilian community and works to strengthen the ties between the GPS positioning and navigation communities. This responsibility will be implemented through its role as GPS Interagency Advisory Council (GIAC) to the Department of Transportation PosNav Executive Committee.



NSDI Strategic Goal 1

Increase the awareness and understanding of the vision and concepts of NSDI through outreach and education


Geodetic Control Subcommittee


Objective: Continue to identify and address issues associated with Global Positioning Systems (GPS) Modernization.



Action: GPS Modernization Technical Sessions/Workshop tentatively scheduled to be held at the Institute of Navigation (ION), Long Beach, CA.

Responsible Party: GPS Interagency Advisory Council(GIAC), NOAA, co-sponsor: ION.

Target dates: January 20, 1998 (tentative)

Action: Final GPS Modernization Technical Session at NOAA Silver Spring, MD.

Target date: February 12, 1998

Action: GPS-Derived Orthometric Height Workshop, Atlantic City , NJ.

Responsible Party: FGCS Vertical Reference Working Group, NOAA, Co-sponsors: New Jersey Society of Professional Land Surveyors.

Target date: February 2, 1998


Action: Developing Vertical Control with GPS Techniques Workshop, Alexandria, LA.

Responsible Party: FGCS Vertical Reference Working Group, NOAA, Co-sponsors: U.S. Department of Agriculture, Natural Resources Conservation Services.

Target date: January 13, 1998


Action: In conjunction with preparing NOAA's congressionally mandated Height Modernization Feasibility Study, hold forums in California and North Carolina providing information to and soliciting input from diverse interested constituency.

Responsible Party: FGCS Vertical Reference Working Group, NOAA, Co-sponsors: North Carolina Geodetic Survey, California Coalition.

Target date: January 1998



Objective: Continue to identify and address issues associated with positioning accuracy, techniques, and reference frames.


Action: Development, Implementation and Future of the National Spatial Reference System Workshop.

Responsible Party: FGCS Methodology Working Group, NOAA, Co-sponsors: New York Association of Professional Land Surveyors.

Target date: February 2, 1998



Objective: Evaluate surveying systems, including the instrumentation, hardware, software, and procedures that comprise that system.


Action: Complete testing of the Zeiss digital bar code level DINI10.

Expected outcomes: To make the data available to the public. The data will also get some analysis work done by FGCS personnel and a report published and made available on the web.

Date: Spring, 1998

Action: Test of Topcon digital bar code level.

Expected outcomes: To make the data available to the public. The data will also get some analysis work done by FGCS personnel and a report published and made available on the web.

Action: Test of two GPS receivers.

Expected outcomes: FGCS personnel will participate in the test and observe the systems as data is gathered. During the test week, the data will be processed and FGCS observers will participate and make comments on how the system adheres or does not adhere to accepted standards. This type of interaction during the tests has led to some good improvements that the manufacturers have made to their products.

Action: Complete updating of FGCS standard operational procedures, forms, etc.

Expected outcomes: Improvements will continue to be made to the testing process. After each test, the manufacturers are asked how the test can be improved. Improvements have been from the updating of forms, to test descriptions, posting information to the web, etc. Focus will be on completing the common documents between testing and posting this and other pertinent data to the web site.

Action: Outreach and education.

Expected outcomes: Continued outreach to involve more parties within the federal government, as well as state and local governments. Last year the charter was amended to allow this. Intention is to write articles, present talks and continue general outreach through various web sites, as well as conference activities.

Develop common solutions for discover, access, and use of geospatial data in response to the needs of diverse communities

Objective: Continue to identify and address issues associated with Global Positioning Systems (GPS) Modernization.


Action: Provide a position paper to the U.S. Department of Transportation POSNAV Executive Committee on the selection and character of the GPS civil signal and frequencies.

Responsible Party: FGCS/GIAC, NOAA.

Target date: March 1998

Use community-based approaches to develop and maintain common collections of geospatial data for sound decision-making




Geodetic Control Subcommittee


Objective: Monitor compatibility of Federal fixed reference stations with NAD 83 and their relationship to the development of a single Continuously Operating Reference Station (CORS) system to meet the requirements of Federal GPS post-processing procedures. On going.


Action: Twenty-five CORS to be brought online.

Responsible Party: FGCS Fixed Reference Stations Work Group, NOAA


Objective: On going participation in the implementation of the geodetic data framework.


Action: Completed Geodetic Control Framework Profile

Responsible Party: FGCS, NOAA


Objective: Ongoing development, publishing, and maintenance of accuracy, collection, content, transfer, and archive standards for geodetic, land and resource surveys, and their related metadata. Promote the use of these standards by Federal, state, and local levels of government and the private sector.


Action: Developing "Geospatial Positioning Accuracy Standard", ongoing.

Objective: Ongoing participation in the nationwide implementation of NAVD 88 and in the development of the Nation's geodetic height system using GPS. Ongoing.

Action: Provide a position paper to the U.S. Department of Transportation POS/NAV Executive Committee on the selection and character of the GPS civil signal and frequencies.

Action: Develop Draft Guidelines for Establishing GPS-derived Orthometric Heights.
